The Hong Kong University of Science and Technology (HKUST) today (Thursday) announced the appointment of Prof Liu Yingli as Adjunct Professor in the Department of Electronic and Computer Engineering.
Prof Liu is also accepted HKUST President Prof Paul Chu’s invitation to serve as Senior Advisor to the President. The appointments take effect on 1 August 2008.
Prof Liu graduated from Jilin University of Technology with a bachelor’s degree and a master’s degree – both in Engineering – and is an expert in Computational Mechanics. In the 1980s he had worked and conducted research in a major computer firm in Ottawa, Canada. Prof Liu became an engineer in the Shenzhen Electronics Research Institute in 1984, conducting research in databases, geographical information systems, system integration and software outsourcing.
An outstanding researcher in IT, Prof Liu has been appointed Adjunct Professor by Nankai University, Wuhan University, Harbin Institute of Technology, Huazhong University of Science and Technology, and China University of Geosciences.
Prof Liu has made great contributions to scientific cooperation between the Mainland and Hong Kong. He is a Member of the Hong Kong SAR-Mainland Collaboration Committee, and the Chief Executive of the PKU-HKUST Shenzhen-Hong Kong Institution, which is a joint project between HKUST and Peking University in promoting scientific research.
In addition to his solid academic achievements, Prof Liu is an accomplished administrator. He joined the Science and Technology Bureau of the Shenzhen Municipal Government in 1992, and was subsequently promoted to Assistant to the Director and then Deputy Director. In 1996, he was Vice Secretary-General of the Shenzhen Municipal Government responsible for the planning and construction of the Shenzhen High-tech Industrial Park, and later became its Director.
In 2002, Prof Liu was appointed Deputy Mayor of the Shenzhen Municipality. From 2005 to March 2008, he was a Member of the Standing Committee of the Shenzhen Municipal Government and Executive Deputy Mayor.
During his service with the Shenzhen Municipal Government, Prof Liu took up the posts of Director of the Shenzhen-Hong Kong Cross-border Large-scale Construction Project Coordination Committee, Director of the Shenzhen Committee of Attracting Monumental Hi-tech Projects, and Director and Commander in Chief of the Hong Kong-Shenzhen Western Corridor Construction Project.
Prof Liu has been active in public service, with appointments including as China’s only representative on the Council of the International Association of Science Parks (IASP), President of the China Academy for SciTech Development, and Secretary General of the Council of the “Shenzhen Virtual University Park” (formed by 51 Chinese and 5 overseas universities and colleges). In 1999, the National Ministry of Science bestowed the “Advanced Individual Award” to Prof Liu in recognition of his illustrious achievements in the development of science and technology.
In 2006, he was awarded by the IASP with the “Award for Outstanding Contribution to the Development of Science and Technology in Asia and for Assisting the IASP in Promoting the Development of Knowledge-based Economy”. In 2007, he received from the HKSAR Chief Executive Mr Donald Tsang a Certificate of Commendation to honor the Commander in Chief of the Shenzhen-Hong Kong Western Corridor.
HKUST President Paul Chu said, “Prof Liu is an outstanding researcher and administrator. He has been a key driver in the integration of high technologies between Shenzhen and Hong Kong, and commands a holistic view of university education and research.”
“Over the years, I have from time to time sought Prof Liu’s expert opinions on the development and commercialization of science and technology. I am delighted that as HKUST enters the critical stage of implementing its second 15-year Strategic Development Plan, Prof Liu has accepted our invitation to be an adjunct professor and my senior advisor. This will greatly benefit HKUST’s academic research and long-term development,” Prof Chu said.
Prof Liu will deliver a speech entitled “Shenzhen’s High-Tech Development and Challenges” on 5 August 2008 at HKUST.
