Biography
Ir John KWONG was appointed Vice-President for Development with effect from 26 September 2024.
Ir Kwong is the founding Head of the Project Strategy and Governance Office of the Development Bureau of the HKSAR Government. He received his BSc degree in Civil and Structural Engineering and MSc degree in Environmental Management from The University of Hong Kong in 1987 and 1994 respectively. He later obtained MSc degree in Hydraulic Engineering from the University of Newcastle-upon-Tyne, UK in 1995; MA degree in Arbitration and Alternative Dispute Resolution from the City University of Hong Kong in 2005; and Master in Laws (Commercial Laws) degree from the University of Northumbria, UK in 2009. He is Fellow of the Institution of Civil Engineers and Member of the Hong Kong Institution of Engineers. Ir Kwong served in the civil service for 37 years, rising through his career from Graduate Engineer to becoming Principal Government Engineer in 2020. Ir Kwong was conferred the Bronze Bauhinia Star by the HKSAR Government in July 2024.
Ir Kwong is a seasoned senior executive, an experienced engineering professional and an internationally renowned leader in promoting reform in the construction industry. He was responsible for overseeing the Capital Works Programme to ensure the portfolio of public works projects are delivered in a timely and cost-effective manner. He was also responsible for formulating strategies to strengthen governance and uplifting performance of capital works projects as well as the construction industry. Ir Kwong is also an advocator of international and local collaboration to develop strategic measures for tackling challenges in the delivery of major public projects. Ir Kwong set strategic reform directions and strived for top-notch world-class project delivery for public works projects, earning him recognition and respect of the construction industry, academia and the engineering profession, both locally and internationally.
