Associate Vice-President (Planning & Coordination)

Biography

Mr. Ernest Chan was appointed Associate Vice-President (Planning and Coordination), effective 1 June 2021.

Mr. Chan came with some 20 years of management experience in both public and private sectors when joining the University in 2012 and served as Director of the Office of the President and Planning starting in 2016. 

Prior to joining HKUST, Mr. Chan was Director, Government Relations of the Hong Kong Disneyland Resort since 2009.  Before joining the private sector, Mr. Chan served for close to seven years in the HKSAR Government as a member of the Administrative Officer grade, assigned to various positions with policy responsibilities as well as cross-departmental coordination of actions, resources and communications.

Mr. Chan is a Certified Public Accountant of the State of New York and received his BSc degree in Accounting from the Pennsylvania State University and Master of Business Administration from The Hong Kong University of Science and Technology.

 

Areas of Responsibility

Reporting to the President and working in sync with the Senior Management Team, the Associate Vice-President (AVP (P&C)) is charged to take lead in planning on strategic and annual activities of the University, facilitating annual budgetary and related operational activities, supporting submission of the University Accountability Agreement and initiating internal improvements efforts in response to the feedbacks received.  There is also a coordinating role across the spectrum of government liaison and regulatory affairs, cross-function collaborations, process streamlining and improvement, shared responsibility for interfacing between governance and administrative structures, as well as serving as a portal connecting between the HKUST and HKUST (Guangzhou) counterparts with a view to promoting collaboration in a cross-campus setting.
